With reference to Hon. Colonial Secretary's letter No. 2/3433/1917 dated 6th January, 1920, calling upon me to explain my delay in departure from England, I have the honour to inform you that I received instructions from the Director of Movements, that a paseage had been provided for me and I went up to London and informed him that the time given to me to embark was too short to make the necessary arrange- -monts. I also said that I was in some difficulty as my wife was in bad health as she shortly expected to be confined. I had no wish to unduly delay my departure but the circumstances at the time wers such as to make it impossible to pack up and leave my family within a few days. I think it will be found on enquiry that I wrote asking when a pasange could be provid- -ed for me. I much regret if there was any fault committed by me, as I should have gone in similar circumstances to the Crown Agents. I would add that although I had a passagi provided for my wife she still has been unable to travel.
